Reimbursement & Funding for Services in Ethiopia

The Global Fund has approved significant funding for HIV/AIDS prevention and control programmes in Ethiopia. An agreement was signed on 9 October 2003 for over USD55 million to be disbursed over 2 years through the HIV/AIDS Prevention and Control Office. The objectives of the proposal are to scale up and expand:

  • Voluntary Counselling and Testing
  • Clinical management of HIV (excluding antiretrovirals)
  • Home based care
  • Clinical management of Prevention of Mother to Child Transmission
  • Blood safety
  • Prevention of nosocomial infections
  • Information, Education and Communication, “Behaviour change communication” and promotion of condoms
  • Capacity building
  • Surveillance and operational research
  • Monitoring and evaluation mechanisms6

An agreement for a further USD41 million for Round 4 of the project was signed on 11 February 2005. Palliative care is not mentioned in the proposals.
