The Global Fund signed an agreement on 12 December 2002 for nearly USD 5 million. The project will increase access and generate greater demand for both prevention and care services for the groups vulnerable to HIV infection, and improve care and support for those already living with the virus⁴. Palliative care is not mentioned in the proposal agreement.⁵
