Minimal community-level home based care training for volunteers is provided through the National HCBC training guide. The Ministry of Health and Social Welfare has developed a strong network of over 6000 trained community health workers. Neither community health workers nor HCBC workers are trained in palliative care. There is a severe shortage of professional human resources in the country, and notably of nurses and social workers. This means there is no skilled help for families having to cope with the personal and interpersonal complications brought about by a life threatening illness and HIV/AIDS in particular. The Rapid Appraisal recommends that HCBC training should include the key technical areas of palliative care, HIV positive children, psychological and emotional support, communication skills and identifying orphans and vulnerable children.18
