In 1997 the Moldovan parliament adopted a ten-year strategy for development and reform of the health care system. It aims to promote a more reliable financing system for health care, a focus on primary care, as well as to increase patient choice and flexibility. In 1999 however, health care expenditure amounted to just 2.9% of GDP and it is estimated that the health care system receives only 75% of planned resources. Moreover, the sector's budget in 1999 was cut by 35%, and as a result the planned introduction of a health insurance system was postponed.12
