Palliative Care Workforce Capacity in Mozambique

The Ministry of Health has the following employees in the HBC programme:

Central Level: 1 technical advisor seconded from Centres for Disease Control (CDC), 1 coordinator, 2 trainers

Provincial Level: 1 focal point in each of the 11 provinces. They are not exclusively dedicated to the HBC programme due to a severe shortage of human resources.

Technical Support: health personnel at 79 health centres and community based organisational staff are trained in treating opportunistic infections (OIs). They provide technical support to HBC programme volunteers and are based at the health centres. They do not undertake home visits.

NGOs/ CBOs: implement HBC at the community level. Most volunteers are chosen according to their standing in the community and desire to help rather than through a selection process due to the severe shortage of qualified personnel.
