There is no information currently available on any palliative care services in Tajikistan. Surayo Mirzoeva, head of the Group of Assistance in Development of Palliative Care in Tajikistan and NGO Lyutfiya, states that over the last ten years, the development of palliative care in the country has actually worsened due to an absence of financial and human resources and the fact that there are no basic documents to regulate and determine palliative care in Tajikistan:
‘There are no…branches…of palliative care for severely ill patients in Tajikistan and [the] rendering of palliative care is not fixed legislatively at the present time.’6
Between September 1st 2005 and March 1st 2006, the Group of Assistance in Development of Palliative Care in Tajikistan carried out a sociological survey to establish the status of palliative care in the country and develop recommendations for the future. Surayo Mirzoeva suggests that there is a need to create a legislative base to regulate and define palliative care, and mobilize financial and human resources. Surayo Mirzoeva also argues that it is necessary to create a Center of Palliative Care in Dushanbe that is capable of developing a network of palliative care centres in oblasts and regions throughout the country and can also provide a mobile palliative care service.7
